[cross-project-issues-dev] Offsets

Hey folks. I've created a "releases" page [1] that shows all the
projects that are participating in the release train. The information
shown here is generated from the information that you provide in the
portal. I intend to use some version of this page as a public; a quick
way for somebody in the community to find out what's in the release.

For each project, I'm showing a description. To get this information, I
first look for the paragraphurl.  If that's not specified, I look for
the descriptionurl. Both of these fields should point to an HTML
document containing a single paragraph or a short description
(respectively). In many cases, projects have just put their landing page
in this field. This makes it very difficult, but I do try to extract a
reasonable value (I try to find the first paragraph, and clean up any
HTML that I find). If you'd like to override what you see here and can't
figure it out, drop me a note and I'll help you through it.

FWIW, I have some other "project discovery" stuff that will do a much
better job if everybody specifies the right type of value in these
fields. While I'm at it, the project summary page for some projects
looks terrible because these projects either have their landing page
specified for that field, or they try to do too much customization in
the description.

While putting this together, I discovered that several projects have not
specified their offset. Some long-standing projects do not have this
value set which makes me worry that we've lost some data somewhere.
Please take a quick look in the Simultaneous Release Tracker to make
sure that your information has been provided. Let me know if anything
else appears to be missing.

Please make sure that the offset is set correctly as the IP team needs
this information to help prioritize their queue.

Note that the "releases" page shows a +0 for projects that have not
specified a value. I'll likely change this on Monday to default to +3.
