Seems to be working now, but your description makes it sound like download.php
is being bypassed. If so, I guess this means those re-directed downloads are not
being counted in download stats? If its not being bypassed, then it should already
if something is being mirrored or not, so wouldn't need an apache2 config change.
So, that's what made me think it might be being bypassed.

And ... I can not say that I, myself need those download stats ... but, some do,
I've heard, so seems like that should get a wider announcement.

Or ... you crafty webmasters have some new, cool counting solution we'd all enjoy hearing about. :)

 Ok so I think the issue lies in some changes that were made to reduce
Eclipse.org bandwidth consumption.  We are redirecting some traffic to
mirrors when requests are of a certain type(tar,jar,gz) and certain
project are being directed to certain mirrors (just to spread the
load).  The catch is these rules failed to take into account that we
don't mirror I and N builds, so they were redirecting incorrectly.  I've
added some logic to the apache2 config that should prevent this(my egit
tast case works) so please let me know if things get better or worse.
