I have also encountered this problem. Bug 328299
has been filed to track the issue, but as of yet we don't know what
the cause is.

eclipse.p2.mirrors set to false so the redirect and subsequent
failure must have other reasons. As a comparison, I have no
problems at all building against
http://download.eclipse.org/eclipse/updates/3.7milestones
Any help greatly appreciated.
