The new Hudson instance wasn't in our high-priority QoS rules for bandwidth.  It's there now.  My download speed went from 50KB/s to 1.2MB/sec.

according to host-tracker from Europe it's still around 1kB/sec 

though it feels a bit more responsive now.
 
That's because there's nothing on http://husdon.eclipse.org but a redirect to https.

Try this instead:
 wget -S https://hudson.eclipse.org/hudson/job/cbi-wtp-wst.dtd/lastSuccessfulBuild/artifact/build/N201003312306/wst-dtd-Automated-Tests-N201003312306.zip
