Our mirroring works as follows

internal build machine -> internal
mirror -> eclipse.org

So I was trying to copy the RC4 drop
from archive.eclipse.org back to the internal mirror.

Thus the bandwidth issues.  Yesterday,
I was getting 90KB/sec so the entire build couldn't be copied in a work
day.

Yes, I will change this once our build
runs completely on hudson at build.eclipse.org.  The way our synching
works today is less than optimal.

Old builds were moved to the archive to help free up mirror space as requested
by Denis. We then attempted to add RC4 back to the main download site because
there was still significant demand, but we have been unable to due to bandwidth
problems: https://bugs.eclipse.org/bugs/show_bug.cgi?id=316708

What do you mean, bandwidth problems?  archive.eclipse.org
and download.eclipse.org share the same Gigabit backend, and it's nowhere
near saturated.
