It does feel a little "Ivory Tower'ish". From the outside if feels like we
1. File a bug
2. The AC goes off and discusses it (in private?)
3. They come down from the tower with the answer ;)
The eclipse-dev list restricts who can "post" the list, but it's open for reading. As Kim mentioned, we can use an RSS reader to follow the AC-List, but this changes my mailing list workflow.
I'll file a bug and we can discuss it there.

Answer 1: Because it's always been closed ... nobody
questioned that so far :) We can surely discuss opening it, please
file a bug if you think strongly.
Answer 2: I think it makes sense if any requests that
the Community has from the AC are trackable / searchable with a status like
Bugzilla provides but a mailing list not. That way, we can always go back to old
requests in the backlog / reopen etc / much better than on the mailing list. It
may not always be comfortable to file a bug, but I think that little extra
effort (and it is VERY little) is worth the benefit that we get from it. And,
teaching our community use bugzilla is a nice side effect.
