It is my understanding that it is possible (and sometimes wanted) to
gradually reveal functionality in the IDE ui to avoid overwhelming a
user with lots of advanced commands.
The quations are about if such a strategy is used, what reveals the
functionality, and if it is fine gradually.
Many projects do not use this at all.
This is how it was explained to me.
