For the technology.subversive project, right?

It is currently empty, so I assume that means it just never did "apply".
Have you tried shorter data? Just to test?

If you confirm it's related to 400 character limit, you might open a bug on the Foundation's Portal page.
400 does sound a little short, but we might need to have a limit (and document it) that "if over a certain about, then put it on the wiki, and provide a URL".

I have a problem with updating 'API Policy Defined and Documented' in Simultaneous Release Tracker: I've added comment and checked an option but after pressing update I just see progress icon for a long time, when I check latter release tracker the changes were not applied. Probably, it may cause the problem that I use long description, it's about 400 characters.
This problem is reproducible always; other sections I can update.
