Hi Team,

Back on March 12 we removed the pdt.build contribution from the Helios repository and it was never restored. We have since had contact with the PHP Tools team at EclipseCon and the project lead is fully committed to restoring the build file and completing the required work for Helios. Their team has a number of reasons for missing several deadlines including missing updating their build file for M6. 

We have discussed the issues within the Tools-PMC and agree that the tools PMC will support the PHP Tools team. Both the tools PMC and the PDT team will do a better job in the future to reacting to issues and deadlines.

We request for an inclusion exception to have PDT added back to Helios and have the Eclipse for PHP Developers package restored for M7.

p.s. The PHP package is the number 3 EPP download with 575,000 downloads.
