[cross-project-issues-dev] new ICU4J for 3.6M5

As Paul mentioned earlier this week,
there's a new version of ICU4J for in Eclipse 3.6M5.

morning's integration build.

If you have dependancies on ICU4J, I
would encourage you try to compile against this build and ensure that you
don't have an upper bound in any of your manifests that needs to be adjusted.
 I  found such a limitation in one of our bundles when 
I ran a test build yesterday.
