Sorry to say we needed a respin for WTP 3.1.1. One
of our blocking hotbugs 
we fixed for this release 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=287096) had a small flaw
that rendered it useless in context and unfortunately this error was not
discovered until just today. I think there is just time to re-spin, 
instead of producing an immediate patch. 

The build will be done and the .build files updated by 3 AM 9/18 
(Eastern). I think that will just give time for EPP to produce the final
packages on Friday (9/18), still on schedule. And then we'll still have
our quiet week of final testing and release preparation. 

Apologies for any inconvenience or rework this causes. Do let us know if
this impacts anyone in ways we are not aware of.
