I don't agree with this kind of blanket statement. Sure it would be good, but also changing this now may comes to a price of introducing subtle bugs not easy to catch in time for the release.
Case in point is when p2 started using 3.1 of apache client, changes had to be done in ECF.

People should be on the latest version of a library. If they aren't, they need to have a really good reason.

It should be that simple.

This may be a bigger problem due to third party stuff too. I try very hard to not have duplicates in my install and I just noticed I have two versions of commons logging... subclipse is probably the culprit.
