I’d like to make sure that we sanity check the final EPP packages that are built, assuming that there is a rebuild.

I too think they could be removed, and try again ... unless we can just promote what was available at the last good build.
My fear is once they are "fixed" there could be other breakages that don't show up now because they are broken?

I'll also point out some small part of the problem might be that some of the email addresses are corrupt, so the "failed" email is not going to anyone (well, except me, that it could not be delivered).
