[cross-project-issues-dev] Galileo - Upgrade to ICU 4.0

As part of Eclipse 3.5 (Galileo) we will be upgrading to ICU4J 4.0.

The schedule is:

4.0 will be in 3.5 M5 (and in this week's I build)
4.0.1 will be in 3.5 M6

Despite the numbering change there has not been any major API breakage
between 3.8.1 and 4.0.0.  If you are Importing using one of the below
statements, you won't need to do anything:

Import-Package: com.ibm.icu.text
Import-Package: com.ibm.icu.text;version="3.8.1"
