[cross-project-issues-dev] Projects on the move, flat namespaces

Greetings,

As projects have been moving/graduating on a regular basis for some time 
now, the webmasters have decided it's time to make the process easier.  
One major pain point involved moving resources that were bound to a 
hierarchical namespace, such as the newsgroups and downloads area.  
Furthermore, newsgroups are practically impossible to move without 
destroying something, making matters worse. www.eclipse.org websites and 
mailing lists have been 'flat' since the beginning.


So, effective immediately, new projects (and future project moves):

- will have a top-level directory on download.eclipse.org
- will have newsgroups created as eclipse.projectname, instead of 
eclipse.toplevel.projectname

Do note that we will not be moving existing resources into new top-level 
downloads directories and newsgroups just for the sake of moving, as 
there is no gain in the process.


Flattening out the above two resources' namespaces will move our 
infrastructure towards better naming consistency and reduce webmaster 
overhead while performing a move.  Furthermore, there will be fewer 
disruptive changes for the community to absorb, as newsgroups and 
download sites will not change as a result of a move.
