Updated this - it appears that one of the plugins
got corrupted, basically lost one of the letters
in its name.

org
..eclipse.stp.soas.deploy.models.deployfile.edit_0.8.0.200806121858.jar

became

org.eclipse.stp.soas.deploy.models.deployfile.edi_0.8.0.200806121858.jar

and the feature wasn't pointing to it.

It's odd that there was a pass before a fail, though,
it must be the caching.
