EMF **IS** signed, though if you install via zip instead of update site, 
you may see unsigned plugins (source plugins are unpacked therefore 
cannot be signed). Some plugins in the SDK are provided as folders 
instead of jars because of disk footprint savings. Same story: if you 
install from via zip, you'll see SOME plugins aren't signed; if you 
install from update, you will get everything signed. UML2, along with 
GEF, JET & OCL, are all signed. QTV will be signed shortly -- Christian 
is working on this right now.  The other components in Modeling have 
been provided instructions on how to comply and have been working 
towards being signed this past week.
