This would even more of a breaking change since some people make assumption
about the paths on disk of features and plugins

The best solution would not require education, nor changes in behavior.
I (still) think you should put your special installed plugins and features
in _new_ folders, called "installedPlugins", "installedFeatures".
Then as people learned why that was (if they ever did), they'd learn about
P2 and other options they could exercise. And, if they never did learn
about it, then it must not matter to them.
And before you claim "that's just not possible" I'll say, "yeah, we've
heard that before during this week" :)
