Re: [cross-project-issues-dev] p2 update

Turn it on by default, but tell users about the New World Order any
time you find something that should have been put in dropins/:

"Eclipse has found some new plugins and features
located in c:\path\to\eclipse\plugins and
c:\path\to\eclipse\features.

"Would you like to move these
files to c:\path\to\eclipse\dropins\discovered\eclipse\plugins and
c:\path\to\eclipse\dropins\discovered\eclipse\features to
take full advantage of the new provisioning system?"

For a headless Eclipse, you could dump a warning into the console log
reminding people to use dropins/ instead.

I'd also include a new toggleable preference for "Search eclipse
install folder for new plugins & features on startup / Search eclipse
install & dropins folders for new plugins & features on startup."
