[cross-project-issues-dev] In Ottawa we freeze at -20 C

As requested yesterday, the downloads area is frozen to allow Kim to 
sync/rename builds.  If you upload files to download, they won't be 
available to the general public until we thaw, which will likely be 
towards the end of the day today, depending on how many mirrors have 
checked in.
