commiter wanting rights on this repo need to raise a bug against
      
      Community/Cross-Project requesting access to CVS.

It should be assigned to 
      
      
        Eclipse Webmaster <webmaster@xxxxxxxxxxx> which is root/admin for it.

It then need to be +1 by corresponding PMC and it is OK (dont forget to CC your PMC, eg: you ^^).
