Just to be specific, I agree with Andrew that most developers still use ML's/IRC/Bugzilla as a preferred communication tool.

Forums are there for "users" and are pretty successful. (e.g.., http://www.ubuntu.com/support/community/webforums, http://forums.gentoo.org/)

I remember in Gentoo we even had people from the community act as moderators on the forums so it wasn't a burden on the developers themselves. Just another way to get people to contribute.

I don't think this is necessarily true.  I find that new users use web
forums but experienced users and developers do not.  In every project
I've been involved with, mailing lists have been the preferred way of
interacting.  There are user lists and developer lists and the
separation usually remains pretty good.

That said, I personally don't like the newsgroups but maybe others
aren't endowed with good server-side mail filtering and great
client-side tooling for dealing with lots of mail like I get with mutt.
