Actually, another thing that fooled me was that the CDT bits are actually on the Europa update site and I was able to successfully update an install.

Hmm, yes. I guess when I saw Success, I thought it meant, well, Success.

The latest Europa re-spin failed to due failures in BIRT and CDT:

The CDT failure is particularly insidious because my failure detector code failed to detect it. In fact, this failure may have been around for a while and thus the latest CDT bits may NOT be in the latest EPP packages and on the Europa release site.

The CDT failure is:
[update: org.eclipse.cdt] org.xml.sax.SAXParseException: The reference to entity "url" must end with the ';' delimiter.
