[cross-project-issues-dev] Last-minute feature addition to features-stp.

It was just pointed out to me that the STP setup was missing a brand
new feature. I've updated features-stp.xml and the site.xml in
org.eclipse.europa.updatesite.  If we have the time for a respin,
that would be good. If not, it's not the end of the world - we can
live without the feature being there. Let me know if I need to back
out changes or anything like that.
