[cross-project-issues-dev] Where does help come from?

Meaning ... the "help" running
on a web "info server", I think it's called. Such as 
http://help.eclipse.org/help32/index.jsp

Will someone just magically, automatically
gather up all that's in Europa and publish this as an "info server"?

Or, is there something we projects need
to do to participate?
