Not sure how "working and consistent" you need, but the Europa staging 
update is as working as it probably will ever be and it is stable - not 
changing unless a project requests a rebuild. The Europa staging update 
site is listed as "Staging update site" on the Europa-matic status page: 
http://dash.eclipse.org/~bfreeman/europa/
