Thanks for helping us all by asking for clarification on issues in these files that are not as clear as they could be. A few answers:
  • correct epl-v10.html is answered on the IPZilla 1565 that you opened
  • transcribe into plain ASCII - I suggest you use an HTML-to-ASCII converter
  • list of licenses in the SUA - no, you only need to include the license texts of the licenses your plug-ins and features are using.
  • section 4.3 of the Guide to Legal Documents describes what is required in the feature.properties file in the subsection titled "The Feature Update License".
