That is correct. The Europa Release Review is a full-fledged Release
Review, hence my curiosity when I saw Dennis' email that send "we're
not doing a Release Review until later in the summer". Incubation
Phase projects (such as Corona) can release 0.N releases before
graduating and we (collectively) decided that 0.N releases were
acceptable in the Europa Simultaneous Release.

Then there has been some misunderstanding. All projects in Europa must
go through a Release Review as part of the Europa release. Perhaps you
mean a "graduation review later this summer"?
