It was our understanding that a project didn't have to be
GA to participate in the Europa release (based on the discussion in the planning
meetings and the must do list for Europa). I'm assuming the Release Review
you're referring to is the Europa Release Review which includes the project deck
due by the end of the month.

Then there has been some misunderstanding. All projects in
Europa must go through a Release Review as part of the Europa release. Perhaps
you mean a "graduation review later this summer"?
