[cross-project-issues-dev] Updated version numbering guidelines

Based on various discussions on this
mailing list, I have prepared an update to the Eclipse version numbering
guidelines. The updated guidelines can be found here:

I would like to invite projects that
use these versioning guidelines to read these updates and offer comments,
feedback, criticism, etc. For the most part these updates do not change
the existing guidelines, but merely augment them for cases that we had
not originally anticipated or add corrections and clarifications. I want
to ensure that these guidelines remain useful in defining the contract
between plugins and features across all Europa projects, so feedback from
the different projects is important.
