[cross-project-issues-dev] Europa "should have" requirement question

Hi folks,

 

In our DSDP PMC call today, one of the projects asked what this one meant:

 

2. Projects should use Eclipse message bundles, not Java bundles because this is a good Eclipse citizenship.

 

I didn’t know the answer, so I’m asking the group for a technical explanation.
