Oh, thanks Wayne, I missed the "I fixed it" part of your original post ... my guess is that the digest URL still "points to" download.eclipse.org .. so, its getting an "old" digest.zip file,
which won't match the actual site on your local machine.

(And ... don't get me started  ... :)  but you might take a look at bug 141118 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=141118) and see if a work around offered there
helps. (And, while you're there, add your use case to the importance of the fix :)

I believe that the well-formedness and then the not working thing constitute
two problems... :-)

I have no secret-for-staff-only access. I copied the update site to my local
machine and accessed it from there.
