Yes, it's below that threshold. Besides, because some mirrors don't fetch html and images at all, we can't rely on them for web page content.

Do note that N&N is served off download.eclipse.org, which is in the low-priority bandwidth pool. It would be served much faster off www.eclipse.org.

Actually, you can just link straight to the HTML file, as some mirrors
don't get HTML content and/or images.  Unlike direct links to ZIPs, this
won't kill us  :)
