[cross-project-issues-dev] DTP 0.9RC4 is now ready

The RC4 build of DTP 0.9 is now ready for Callisto. I have updated the
feature-dtp.xml file as well.

** Note ** DTP now has a new feature definition ("enablement") which is
just a minor reorganization of the code line to make it easier to evolve
past 0.9. This has been added to feature-dtp.xml as well.
