Some areas more documented than other, but as most of open source project it lacks designer docs (because it less fun to write than code I guess)
I think all that we have linked in http://wiki.eclipse.org/CDT wiki, specifically "Component Documentation" and "Design Docs by Release"
There are also some doc attached to prs and some useful stuff on cdt mailing list. You have to google it for specific topics.
