[cbi-dev] Oxygen (4.7) based builds of aggregator and analyzers

I have updated the builds for the CBI p2repo aggregator and the p2repo analyzers so that they assume Oxygen (4.7, 2017) based prerequisites.

And, I have created new locations to install them from:

http://download.eclipse.org/cbi/updates/aggregator/ide/4.7

and

http://download.eclipse.org/cbi/updates/analyzers/4.7

This builds also contain a nice improvement contributed by Fred Gurr
