we did a fix recently for
https://bugs.eclipse.org/bugs/show_bug.cgi?id=484003

which sounds like your problem, so may be worth trying Tycho 0.27.0-SNAPSHOT [1].

Since it's caused by corrupted downloads, what you will get with the fix is an early and clear build failure instead of cryptic follow up problem later in the build. The root cause for corrupted downloads (flaky network?) will not go away though.
