You've to check "Use Command line git to clone" in the git configuration to clone from github (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=473100#c8 for details). I've just did it for you and it now works properly (https://hudson.locationtech.org/spatial4j/job/Spatial4j-Jarsign2/lastBuild/console).

Sounds like maybe a firewall issue. Have you contacted webmaster?
