I've actually already made this request some times ago (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=425171) about job configurations. It has been decided that only committers can have read only access to config (to avoid anyone access to API keys).

Since we're a very open community, shouldn't the anonymous users have read permissions by default? In many cases, reading the Jenkins config can be used as a reference of how to build a project locally.
