That's for branding the eclipsec.exe launcher.  We don't really need that, just filtered root files.

The root.<os>.<ws>.<arch> we need in more than one place, like the eclipse.platform.releng.tychoeclipsebuilder/rcp.config, eclipse.platform.releng.tychoeclipsebuilder/osgistarter.config.launcher, the org.eclipse.equinox.executable feature, etc.
