[cbi-dev] Problem with R3_tycho-monolith-build this morning

I did a pull/submodule update to this branch, and tried to build this morning.

I get a lot of statements:
[WARNING] No explicit target runtime environment configuration. Build is platform dependent.

And then an error that kills the build:
[ERROR] Internal error: java.lang.RuntimeException: org.apache.maven.MavenExecutionException: Could not setup plugin ClassRealm: Plugin org.eclipse.cbi:maven-cbi-plugin:0.0.1-SNAPSHOT or one of its dependencies could not be resolved: Failure to find org.eclipse.cbi:maven-cbi-plugin:jar:0.0.1-SNAPSHOT in https://oss.sonatype.org/content/groups/public/ was cached in the local repository, resolution will not be reattempted until the update interval of tycho has elapsed or updates are forced -> [Help 1]
