[4diac-dev] Post-pone 1.9.0 release

Hi,

I would like to suggest to postpone the 1.9.0 release by a few weeks. The main reason is that for 1.9.0 you currently need the latest version of open62541. The open62541 is currently also in the final phase of doing their 0.3 release. Therefore waiting for this release and clearly stating that 0.3 open62541 is needed for 4diac 1.9.0 would be the cleaner way.

I hope this does not cause to much inconvenience.
