At the time that help is shown, the help listener should query the ICommandService for the current help context id for the given command.

Bug 125011.  If an action contribution item appears in a tool bar and its text is not showing and the tool tip is not set, then the tool tip becomes the text.

Bug 102666.  Finalizes how the evaluation context will look for expression authorities.  The "selection" variable will be the raw selection.  This is suitable for classes like SelectionEnabler, or for people who want to adapt or manipulate the selection directly.  The default variable is the selection converted into a collection.  The collection is suitable for "count" expressions, or for those that wish to inspect each element of the selection individually (in the case of structured selections).

It is better if recursive method calls actually terminate.  So, that's what we're going to do.  The recursive call forgot a +1 on the index in the case of optional parameters.  This led to StackOverflowErrors.

This value can then be converted using the parameter type mechanism into a String.  This string can then be passed into another command as a parameter.
