JBoss Tools is an open source product (free).
You can download it from http://www.jboss.org/tools/download/index.html.
http://docs.jboss.org/tools/2.1.0.CR1/ is the link to JBoss Developer 
Studio documentation, but can also be used for JBoss Tools.
