Thanks for the help David,

I finally gave up on the Plug-In Developers package and took the easy 
way out by downloading the Eclipse IDE for Java EE Developers. 
(http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/ganymede/M6/eclipse-jee-ganymede-M6-win32.zip)

When I use this packaged version of Eclipse 3.4M6, the wizard that 
creates a Dynamic Web Project is available right where it should be.
