First I downloaded Eclipse 3.4M6 labeled (Eclipse for RCP/Plug-in 
Developers) from this URL http://phoenix.eclipse.org/packages/

I chose this one since RCP application development is my main focus.

Then I went to http://download.eclipse.org/webtools/downloads/ and chose 
the 3.0M7 version which took me to here 
http://download.eclipse.org/webtools/downloads/drops/R3.0/S-3.0M7-20080506040630/
I unzipped and put the resulting plug-in folder and feature folder in 
the dropin folder of my new Eclipse install.

Then I went to http://www.eclipse.org/datatools/downloads.php and chose 
the DTP 1.6M7 link which is 
http://www.eclipse.org/downloads/download.php?file=/datatools/downloads/1.6/dtp-sdk-1.6M7.zip

I unzipped that file and put the resulting plugin and feature folder in 
the Eclipse dropins folder.

When I launch this Eclipse, I don't see the Dynamic Web Project wizard 
anywhere.

On a positive note: I have just found a wonderful dialog called the 
'Product Configuration' dialog.  I call this wonderful because it shows 
me that some of my features are not configured properly by placing a 
little red x beside them and then reporting which plug-ins that it 
thinks are missing.  There are a lot of little red x's

I will now try a different strategy.  My next step is going to be to go 
to here: http://phoenix.eclipse.org/packages/ and chose the link labeled 
'...for Java EE Developers' which leads to here: 
http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/ganymede/M6/eclipse-jee-ganymede-M6-win32.zip
My theory is that the pre packaged eclipse install for J2EE developers 
will have the WTP working properly.

If that package gives me the Create Dynamic Web Project that I am 
looking for, then I will use that Eclipse install and try to add the 
features I need for RCP development to it.
