Eclipse supports all that through plugins. 
Specifically for struts 2 - I dont know. Try google. 

For hibernate use http://www.hibernate.org/255.html

Its pretty good. Last I checked it had some rough edges when doing many to 
many. As  long as you are willing to tweak the generated hbm it worked 
great.
