No, the IBM proposal is not being revised at this time to include BPEL support. IBM is, as you know, proposing to contribute a fairly complete set of tools for SOAP, WSDL, UDDI, and WS-I, but that's where we drew the line.

However, since BPEL is being developed as an Open Web service standard by OASIS, it certainly falls within the proposed scope of the Web Standard Tools project. I encourage you to make a contribution. I am sure it would attract interest from many of the vendors in the OASIS TC.

IMHO, I think the existence of readily available reference implementations of the runtime and tools for any standard are a big help to its adoption.
