[news.eclipse.tools] Compare not enabled?

Hi,
I installed Eclipse 2.1.0 build 200306051737 on my XP system. When I
try to compare two text files to each other I get a popup that says
'The choosen operation is not enabled'
How do I enable compare? I could not find anything under
window -> properties >compare/patch that looked like it.
