[news.eclipse.tools] Debugger Menu Items Disabled

When I try to run the debugger by setting a break point and select RUN > DEBUG AS > JAVA APPLICATION the run menu items (step, step into, watch, etc.) are disabled when the debugger reaches the break point.  I believe the program has stopped at the break point because the break point indicator now was a tail.  How do I enable this menu items???
